CEP Calls for a Constitution for England

The CEP condemns the undemocratic way in which England is being treated by the UK Government. It calls for a constitution for the English nation.
The CEP has noted that no less than 13 ministers, whose responsibilities are for England only, are unelected. They are are: Lord Mandelson BERR, Mervyn Davies BERR, Lord Bach Ministry of Justice, Lord West Home Office, Lord Darzi Health, Baroness Vadera BERR, Lord Carter BERR & Media and Constitutional Affairs, Lord Hunt DEFRA, Lady Andrews DCLG, Lord Adonis Transport, Baroness Morgan Children Families and Skills, Baron Carter Culture Media and Sport, Lord Young Innovation Universities and Skills. Not one of them represents a single English voter. In contrast there are no unelected ministers in the Scotland, Wales or NI Offices.
As a result of the 1998 devolution legislation all Scottish, Welsh and NI MPs can vote on all matters affecting England, even matters which concern England only, while no English MPs can vote on matters reserved to the Scottish Parliament, the Welsh Assembly and the NI Assembly. The situation now is so undemocratic as far as England is concerned that it is governed in every detail by a government led by a Scottish Prime Minister who as a consequence of devolution has neither an electoral mandate nor any electoral responsibility for the legislation he makes which concerns England only, such as major government matters as health, education, business and business regulation, agriculture, fisheries, the environment and others.
The English nation has no political and constitutional recognition or existence, unlike Scotland, Wales and NI which all have both by reason of devolution which made them in different ways self-ruling and gave them their own parliament or assembly which is, as the devolution legislation stated, a declaration of the distinct nationhood of each of them. England does not have its own parliament. It is politically and constitutionally just a British territory.
The UK government is diluting, even in cases abolishing, the liberties and freedoms achieved by the English nation in the thousand years of its own existence before the 1707 Act of Union, such as those contained in the Magna Carta, Habeas Corpus, the jury system, the independence of the coroner, the English Common Law, the existence of representative democracy itself, and above all the independence of Parliament which the English Parliament defended so magnificently against Charles 1st. All are England’s achievements, and England’s only. Now England has no institution of its own to defend and restore its ancient liberties.
The situation is one immense injustice, it is racial discrimination at its worst, it amounts to a flagrant breach of every possible democratic principle. The CEP is demanding of the Government that it brings in a constitution for England as it has for the other nations of the United Kingdom.

Regions lose £671m of EU funding

England's poorest regions have lost up to £671 million in European funding to the Treasury after the UK Government refused an invitation by Brussels to extend the spending deadline for unused European regional aid programmes.
According to European Commission figures obtained by Regeneration & Renewal, England's poorest regions will miss out on up to EUR712 million (£671 million), after the Government refused an unprecedented EC offer to extend by six months the 31 December 2008 deadline for all countries to spend unused 2000-06 European Regional Development Fund (ERDF) cash.
The extension offer was made in December as part of a EUR200 billion fiscal stimulus package from the European Union that was designed to enable all regions receiving ERDF funds to spend the unused money on tackling the recession. The large UK underspend was in part due to the fall in the value of the pound against the Euro.
The UK Government accepted the extension for Scotland, Wales and Northern Ireland, but declined to accept it for England. The unclaimed money will now be taken off the UK's future contribution to the EU, so will effectively go into the Treasury's coffers, rather than directly to the regions, a Treasury spokesman confirmed.
According to the EC figures, this means England's poorest regions will lose out on EUR285 million (£268 million) through the ERDF Objective 1 programme and EUR414 million (£389 million) through the ERDF Objective 2 scheme. In contrast, the potential windfall for Wales is EUR64 million (£60 million) across Objective 1 and 2, while Scotland stands to gain EUR57 million (£54 million) and Northern Ireland EUR27 million (£25 million).
Eight areas, including the Thames Gateway, Peterborough and Bristol, also stand to lose a total of EUR13 million (£12 million) from the ERDF Community Initiative Programme, the EC figures show.
A spokesman for Danuta Hubner, the European commissioner for regional policy, said that almost every other EU member state had accepted the invitation and that he was "surprised" the UK Government had declined the extension for England. "There is a lot of money left in the pot for the English regions and that's money they now won't be able to get," he said.
A Department for Communities and Local Government spokeswoman said the Government had decided against the extension because a cost-benefit analysis found it did not represent "best value for money".
She said: "It is not free money and would incur additional costs." She added that the EC requires its funding to be matched by private or public resources, and that this could not be found in such a "little time".
But Fiona Hall, a Liberal Democrat MEP for the North-East, which stands to lose EUR72 million (£67 million), said this was a "poor excuse".
She said: "(This) is a smokescreen for a money-grabbing Government trying to find funds from anywhere to help settle its financial problems. It's more likely that the Government has realised that any unclaimed money can be taken off the UK's contribution to the EU, going right back into Whitehall pockets."
The news comes as the UK Government faces paying a further £57 million in EC fines for "basic housekeeping" failures in its EC-funded programmes (see News, p3). The DCLG has already set aside cash for impending EC fines of up to £230 million (R&R, 22 August 2008, p1).

CEP: Anti-English racism in Scotland. Questions that need to be asked

On Saturday January 10th a 22 year old woman was assaulted in Aberdeen. All the evidence is that she was picked on for sounding English. [1] She has lived in Scotland for 18 years but says that she still pronounces some words with an English accent. She suffered two black eyes, a broken cheek bone and a severed nerve in her eye.
Only a few days later the Paisley Daily Express reported that an English family have been forced out of their home after repeated acts of vandalism and break-ins, culminating in their house being ransacked and human excrement being smeared on the walls. [2]
Commenting on the assault in Aberdeen, a spokesman for Grampian police said that "whilst this is clearly a despicable act, it is still unfortunately not uncommon for racially motivated incidents to take place".
When the three year old video of Prince Harry calling one of his friends "paki" was made public, Conservative Leader, David Cameron, was the first politician to condemn him for his racist remarks.[3] Yet despite several requests, neither David Cameron's press office nor the Conservative Party's press office have commented on these latest incidents of anti-English racism in Scotland. The question therefore arises: Is anti-English racism a lesser crime in the eyes of senior Conservative party members?
In 2002 David Blunkett, then Home Secretary, issued a strange call for the English to reclaim the flag from the racists, the racists in question being the British National Party. [4] However, when the Campaign for an English Parliament asked if he would be issuing a similar call to the Scots in light of the recent racist attacks, Mr Blunkett replied rather abruptly that we do not have his permission to quote him.
“Both Mr Cameron and Mr Blunket represent English constituencies. If we can't rely on two politicians representing English constituencies to speak out about racist attacks on English people in Scotland, what hope do we have of them speaking up on behalf of the English people on other issues?” Stuart Parr, CEP webmaster and member of its National Council and CEP organiser for Shropshire has asked in his web message to members.

Tell the Truth and get Banned from Parliament

An MP of the ruling Labour party throws down the ceremonial mace declaring his own party is a disgrace to democracy and the Deputy Speaker bans him from attending the commons for 5days for telling the truth. Quite right too, if it has taken him 10 years to realise this it should also have been recommended that he spends some time in another institution before being allowed back. What happened here occurred during a debate on the building of a third runway at England’s Heathrow Airport when John McDonnell the local area MP tried to demand a commons vote on the issue and was denied.
However, the most important issue here is the fact that this Airport extension is to an English Airport, and any decision on its extension or otherwise should have been decided by English MPs in an English Parliament. Whether this Airport extension will be economically viable and advantageous to the community, or whether it should not be built on environment grounds is concerning obviously, but having the decision decided by Prime Minister Gordon Brown, an MP elected by Scotland and self appointed First Minister of England whom we know full well couldn’t even force his own Scottish Nation that elected him to build a bike shed is indeed a disgrace to democracy. Having to hear this man direct attention away from England by referring to ‘this country’ instead of England when giving the reason for his decision makes your blood boil, and more so too when you realise that the British brainwashing on the MP John McDonnell has been so successful that even in his tirade he too couldn’t find it in himself to say England.
Perhaps this is a good time to remind the English people that the nasty Labour Party Eco Town, House Building, and Road Pricing schemes, criminal and civil Laws are all part and parcel of the things this Scottish elected self appointed Prime Minister is able to force onto us in England because we don’t have our own parliament, enjoying the fact he has given his own nation a parliament for their protection. Also on his agenda is a ‘Coroners & Justice Bill’ that brings in ID cards and a Communication Bill which will allow the government to seize and store every text message, e-mail, phone call and internet connection, which no doubt he will also declare applies to ‘this country’ or ‘Britain’ refusing to tell the people it will only apply to England.

Are you English or British by Ignorance

Many people have not yet realised that the situation the English Nation is in regarding its conflicting position within the EU and the United Kingdom is being caused by themselves. Are you one of these English people, are you letting the British with their psychology coerce you into accepting their British identity and deny your English one, not knowing that in doing so you are aiding and abetting their intent to destroy your nation. They are not trying to coerce the Scots, Welsh, or Irish into accepting their British identity, they have already proved that because they have given these countries their own separate political and cultural recognition with a parliament which recognises their nation’s separate identities. It is you, and only you, and your country England they wish to destroy, and they are able to do it only as long as they can deny you and your country its own separate political and cultural recognition and separate parliament.
It is England, the English and English Laws of democracy that is being destroyed by the British and the EU, laws that have been hard fought for and won by English people throughout the ages, and it is happening because the British will not give you the means of protection, an English Parliament, and that’s why they say they never will.
The main British weapon used against us has been a psychological plan based on institutionalised racism, a gradual and steadily ongoing influence in our institutions since we joined the EU that has been so successful that many of our people are denying their own identity, looking upon their own nation has being racist and not the British elite the actual perpetrators of the racism. To be successful they need to destroy all memories of English democracy and the English identity, and they have already made great strides in this direction by replacing many of our English Institutions with their British ones. Everyone knows a nation can only last as long has it can pass on its memories and History to future generations, the British government’s senior advisor on primary schools, Sir Jim Rose has said that the British should remove History from the school curriculum, thereby denying England’s children the right to these memories. There is also talk that the British want to abolish the ‘Act of Settlement, which will lead to the disestablishment of the Church of England, which is the last institution that recognises constitutionally any sort of status for England.
They can not stop the politically identified nations of Scotland, Wales, and Ireland from teaching their own nations Histories to their children, because these countries have control over their own educational and cultural policies and there is no talk of disestablishing the Church of Scotland.

The Clowns are Back


After taking offence earlier in the year (see 29th Sept) against the childrens enjoyment of the Zippo Circus Clowns and their music, they’re at it again, only this time they’re more specific and its disabled children and their clown they’ve targeted. The British West Midlands Regional Quango directed by Brussels and run by the local Clown Circus have seen red because PC Konk tried to outdo them on their own patch. The British it seems thought that the clown, an Englishman trying to earn a living dressed as a comedy policeman, could take publicity away from their own performing Clown Prince, Richard Timney, so he was treated with Gestapo like tactics and strip searched and forced to hand over his fluffy pink handcuffs under their terrorist laws. The clown, Dave Vaughn, wearing size 48 shoes (obviously an alien as their own wear jackboots) was booked to perform on a special flight for disabled children at Birmingham, but was stopped by security staff because his handcuffs set off a metal detector. Their own British Clown Prince Richard Timney meanwhile suffered no such demeanour; he is apparently being paid £40,000 a year by them out of our English taxpayers’ money to write to his local Worcestershire paper in praise of their Home secretary’s policies and to belittle the opposition. Acting the fool like all clowns do, and laughing all the way to the bank, he got found out that he his in fact the husband of their Home Secretary Jacqui Smith who uses her own maiden name at Westminster.
How long are we English going to put up with these British Clowns governing England?

Is it the British Union or the European Union David Cameron Supports.

When it comes to knowing which side your bread is buttered you can bet on the canny Scot coming up with the right answer when it matters. The Glenroths bye election retained by the Labour Party was a massive turn around of its fortunes on the results of other recent elections, and is being seen by some as a vote against the SNP’s call for independence. This could be a correct assumption, and probably occurred because the Labour Party decided to frighten the living daylights out of the Scots by telling them some home truths, independence means them having to stand on their own two feet without England’s money, and the benefits that they now get for doing nothing they will have to start working for. Labour should start saying the same things to the Welsh and the Irish, and when all of these nations are made to realise that we are all better off together than apart we can all sit round the table and maybe then find an amicable solution to the UK’s problems. But is it just a ploy by Scot Gordon Brown and the Scottish led labour Party to get back its support in Scotland for the next general election, which if they won would give him more time to organise England’s devolution to his own nations advantage before ‘giving’ them independence, we must not forget that Gordon Brown ‘did’ sign the Scottish Claim of Right? We must not forget either that it is the Labour Party that has caused the union’s problems, the friction between the home nations is continuing because asymmetrical devolution and regionalism which is the policy of the EU to unravel the British State, is one that suits the Labour Party, and its think tanks seem to also have convinced the unionist party into believing the opposite. What may I ask goes through the mind of David Cameron’s unionist party when they hear Scotland and Wales declaring their nationhood and denying the British State, or when they hear the Prime Minister and his Labour Government adding their support also? Are we also led to believe too that these unionists are so poor that a television set or a radio is beyond their means so that they do not see or hear these nations deride their British National Anthem? Only today, Ron Davies an ex Labour Minister, paid according to all accounts £27,000 for being head of the Welsh Valleys Race Equality Council by the Commission for Racial Equality, is said to have agreed to a leaflet being put out in Caerphilly, that says the word British can be as offensive as ‘Negro’ and that the word British implies a false sense of unity. It is also said that someone else, a senior Unionist, UUP MLA Tom Elliot may also have seen the light and has asked for David Cameron’s support, after he accused the Labour Government of undermining the British identity.
How long is it going to take before these unionists realise that by letting the Labour Party deny England its political identity it is their British identity and the union that is disappearing not the opposite. I ask these unionists to look at the situation from the Scottish and Welsh point of view and ask themselves how they would feel if the British National Anthem and the British identity were seemingly only being put on England and the English Nation. It is belittling every nation’s national identity to that of second class citizens, and it is surely as much an affront to Scotland and Wales to call them British as the affront is to deny us our English identity. If England was given its own political and constitutional identity with its own parliament the nations could then focus on a new British identity that could again be seen to be owned by us all and not by England alone.
Why in hells name did the British open up our borders to Europe before settling their own internal difficulties, and why are they acting like a bull in a china shop and bulldozing EU laws through parliament that are destroying everything that is good about Britain.
The oppositions view on all of these events can be summed up in one word ‘cowardice’ all talk and no action, rather than being seen as a party of the British Union, David Cameron’s Conservative Party is portraying itself in every respect as the party of the European Union and the break up of the UK.
Let us see if he is going to stop his party from joining the new regional select committees if they get voted in, he has after all promised to disband the regions if they win the next election, don't hold your breath.
